The reference does matter a lot but (at least at Oxford) the tutors tend to keep an eye on the reliability level of particular schools. When I did the job I often had cause to say things like: "Dotheboyshall, wasn't that the school that sent us that idiot five years ago who was supposed to be a genius?"
